The Governor Shrimp Tacos, or Tacos Gobernador, have spread from Sinaloa to all up and down the Baja Peninsula and beyond. Like a cross between a taco and a quesadilla, they are stuffed with a ton of melty cheese, plump shrimp, and a chunky sauce.
