Story Goes… Governor Shrimp Tacos

The story goes, governor shrimp tacos, or tacos gobernador de camarón, were created in the state of Sinaloa in the early 1990s to surprise governor Francisco Labastida Ochoa, after he told a few friends how much he loved his wife’s shrimp tacos. That bit of information was passed on to the owners of Los Arcos in Mazatlán restaurant, before he headed there to visit.

The chef was given the quest not only try to match the governor’s wife’s tacos, which no one besides the governor had tried, but to beat them. So quite a few taco recipes were developed and tested. When the governor showed up to eat, he liked them so much he named them “tacos gobernador.”

Now, I do not know if that story is entirely true. But, what I do know is, these tacos became so popular you no longer only find them at Los Arcos in Mazatlán. They are all over Sinaloa and beyond. I had them as far away as Los Angeles and Miami.  Yet, I saw the most renditions on the 800 mile drive throughout the entire Baja Peninsula.

I felt more than obliged to offer my take on tacos gobernador, since my travels in Baja are featured on “Pati’s Mexican Table” in my new season premiering in a few weeks (you can watch the trailer here). And I am thrilled to share my recipe with you, as we all love these tacos in my home!

So what’s in tacos gobernador? First, a combination of shrimp and cheese makes them a cross between a taco and a quesadilla. A ton of cheese is really essential.

Second, cooked onion that is often accompanied by other vegetables, typically bell peppers and sometimes poblano chiles. If you ask me what I prefer, hands down, not even a second of hesitation, poblano chiles. I absolutely adore them. I feel lukewarm about green bell peppers to put it mildly. So my take has a combination of slivered onions and poblanos with just a bit of tomato.

Third, the seasonings. Some renditions have no sauce, only salt and pepper. Some have a simple to a more seasoned tomato sauce. I go for a seasoned, very thick sauce that is almost a paste, really. It combines tomato paste, La Costeña chipotles in adobo and the W sauce — Worcestershire — or as we call it in Mexico “salsa inglesa.”

Lastly, you can opt for corn or flour tortillas. There are no strict guidelines here, different from other kinds of tacos.

There are so many reasons why I like these tacos so much. They end up being a complete meal, they are so easy to prepare, they are irresistibly delicious and messy, the cheese creates an inviting crust as it melts… and they have a great story behind them. I do love a good story.

Governor Shrimp Tacos

6 to 8 tacos Tacos Gobernador de Camarón
Ingredients
  • 4 tablespoons unsalted butter
  • 1 1/2 white onion slivered
  • 2 poblano chiles stemmed, seeded, slivered
  • 5 garlic cloves finely chopped
  • 2 ripe Roma tomatoes cored, seeded, slivered
  • 3 tablespoons sauce from La Costeña chipotles in adobo
  • 2 tablespoons tomato paste
  • 2 teaspoons Worcestershire sauce
  • 1/2 teaspoon kosher or sea salt or to taste
  • 1/4 teaspoon freshly ground black pepper or to taste
  • 1 1/2 pounds (about 11-15) shelled large shrimp cut into large chunks
  • 3 cups shredded Oaxaca, mozzarella, asadero or Muenster cheese
  • 6 to 8 flour or corn tortillas
  • Sliced avocado for garnish
  • 1 sliced chile Manzano mixed with the juice of a lime, 1/4 red onion slivered and salt to taste
To Prepare
  • Heat the butter in a large nonstick skillet set over medium-high heat. Once it melts and begins to bubble, add the onion and poblano and cook until wilted, about 3 minutes. Add the garlic, stir, and cook until fragrant, about 1 minute. Incorporate the tomatoes, cook for a minute, and as they begin to soften, add the sauce from the chipotles in adobo, tomato paste, Worcestershire sauce, salt and pepper. Stir well, cook for another minute, then add the shrimp and cook just until they change color, about 1 to 2 minutes. Turn off heat and scrape into a bowl to prevent the shrimp from overcooking.
  • On a preheated comal set over low heat, heat the tortillas on both sides for a minute. Add about 1/2 cup of shredded cheese onto each one. Once the cheese begins to melt, add a generous amount of the shrimp mixture, fold in half and continue heating until cheese has completely melted and the tortillas have begun to lightly brown and create a crust.
  • Serve with sliced avocado and Manzano chiles and onion.

  1. Glad to see the tortillas for this recipe can be either flour or corn. Family members who moved from Toluca to Mazatlan commented to us that the Pacific states prefer the flour tortillas, which, they felt, were way more fattening. Makes sense. No whole grain tortilla. Will stick to this recipe as printed, save one tweak…..might use my house pickled red onions. Thanx, Pati, for another great recipe with a super back story to add to my repertoire!

  30. We like a lot of kinds of tacos. Fish, shrimp, asada, chicken how do you choose. But my favorites are grilled chicken or asada on a soft taco topped with sautéed onions, bell peppers & mushrooms, fresh cilantro, avocado, lime and whatever chili I make or have on hand. Best taco, homemade flour tortillas with a home made chile relleno in it and chile, simple and delicious!

  32. My favorite tacos are tacos de lengua y cachete. Slowly cooked all day to perfection. The meat comes out so soft and I top it off with chopped cilantro, onion and a home made green salsa and finish the taco preparation with a squeeze of lime. Perfection.

  45. I’m a huge fan of almost all taco’s; however, I grew up with my mom cutting up gherkin pickles on “traditional” ground beef taco’s and these are the ones I crave most.   52. I love all tacos, but my favorite is my mother-in-law’s beef taco recipe. Her grandmother from Mexico taught her how to make beef tacos and it is super delicious and a family favorite. However, I love to mix it up and shrimp tacos is also a favorite of ours! Your recipe sounds amazing!

  88. I’ve never had shrimp tacos but they sound delicious. When I want something quick I make tacos de Frijoles with cheese and Jalapenos en Escabeche. When I have more patience I make carnitas in the crock pot.

  97. we have a new favorite in our Home – Berry Tacos ! Simply we just put greek yogurt plain, vanilla, or flavored, and seasonal fruit, right now Berries with some fresh mint. Or apple slices & Cinnamon. The taco shell gives them a nice crunchy texture the kids love

  102. I can’t say what my favorite taco is…because I don’t think I’ve ever had a bad taco…and I love every single one I’ve ever had! She fried the corn tortilla in lard to just the right tender crispiness and then stuffed it with seasoned ground beef topped with lettuce, tomato, onion and goat cheese. Not very different or original, but delicious. Wish she was still here to make some.

  114. The best fish taco I’ve ever had was in Hanalei Bay, Princeville, HI. It was Mahi lightly dusted with a seasoning and fried, topped with a red cabbage slaw & a special sauce. The Governor Shrimp Tacos looked delicious and something I can make myself.

  117. Hi Patti~My favorite tacos were Shrimp Tacos made by a nearby restaurant. The soft shells were layered with a tangy cabbage slaw, seasoned juicy shrimp, pickled ginger, topped with jalapeno slices and served with lime wedges. I’m unsure why, but they are no longer on their menu. Thank you for the new shrimp taco recipe. It looks wonderful. I plan to make it soon.

  137. My favorite fish tacos are made with corn tortilla, branzino that is seasoned with paprika, coriander, salt, pepper and garlic. Topped with a slaw of purple cabbage, green cabbage, cilantro, thai basil, purple onion and drizzled with cream, lime, and garlic. So yummy just thinking about the tender fish with crunch of slaw.

  139. For my whole life, my mom always had taco meat available. And when I moved put she would always bring over her taco meat.
    Before mom passed, she made sure I had the “secret taco meat recipe.”
    It’s a very simple onion, garlic, pepper, crushed red pepper mix. But as it was made with love, it was the beat taco meat ever in existence.

    Now, I make the “secret taco meat” all the time. Of course, with love. They are now the 2nd beat tacos of all time

  141. My favorite tacos are “tacos de asada” They remind me of family-time growing up in California. My mother would light up the grill using coastal oak wood while my father and the rest of the children contributed in some way to the meal preparation. It was a family affair. When my mother would serve the taco on a homemade tortilla and set it on the table, it was a magical time for me.
